A 'series of towns' with heraldry and rivalries among each other almost sounds more like the FR Dalelands than Cormyr, unless WotC are doing something completely new.
heraldry isn't a big a deal in FR
Cormyr and the Dalelands are close, they could put them together in a book to cover a slightly wider area.
My other thought is Greyhawk, as far as I'm aware, heraldry isn't a big a deal in FR, though some places have it. But crack open one of the Greyhawk books and one of the first pages is heraldry for all the nations of the flanaess. Considering we have Saltmarsh, this couldbe possible.
The trouble is he specified "a series of towns". In Greyhawk, nation-heraldry is huge (rather anachronistically). In the FR, town-heraldry is huge (at least in the Dales and Cormyr). All the Dales and many towns in the Dales and so on have heraldry.

Chris Perkins mentions that for an upcoming 2020 book, he has created gazetteer sections for a "series of towns" that includes:
- Population
- Leader ("each particular town has one")
- Militia
- Heraldry ("every town has a symbol that goes with it")
- Rivals ("every town has rivals")
- Ratings for Friendliness, Services, Comfort
My instant reaction (and hope) was for Outlands aka Planescape, but Im not super familiar with all the D&D settings, so do these sections hint at anything else? Dark Sun? Greyhawk? Dragonlance? Another part of the Forgotten Realms?
