It's funny that this entire argument is resolved with capitalization.

A DM is playing the D&D game. They play a game, so they are a player.

The DM does not have a Player Character. So as DM, they are not a Player.

Is a DM a player? Yes. Is a DM a Player? No.

What's a good word for someone interested in establishing and observing a situations progress, but not invested in a particular outcome?
My preference would be "unbiased." The DM is a participant, they run the opposition, but they do so (ideally) without favoritism or unreasonable requirements for anyone involved. An unbiased participant can still inject things and be a dynamic, active element that has personal interests and wants to see them fulfilled. They just fulfill those interests without impinging on the reasonably-expected capacities of anyone involved.
