Twilight-Touched halflings have telepathy as a feature (AG p38). Can a creature they communicate with telepathically respond telepathically? The only rule i could find was about monster languages (MM p 11.), which says that creatures can respond to telepathic communication.

Yes, that's how it works.

I like to think the Telepathy feature is about making a telepathic connection and then just communicating through it with thought, which is why it is written like it is under Monster Languages.
