How large should Steampunk-style cities be in a typical steampunk RPG setting? What if the setting is more fantasy based?

I was just thinking to myself, "What does a less fantasy steampunk world look like?" And it turns out the 19th century is about right.Look at London in 1850 (in the Age of Steam). Population 2.6 million. That seems like a good upper deck.
Yeah, I did a little research through Wikipedia, but I'm not sure I want my steam metropolises for my homebrew to be that big... at least for the ones set on the main campaign world. The major limiting factor on how big a city gets is how well supplied it is. Steampunk features trains and ships as a major logistic solutions, which are extremely good at that. Even more so when you consider Steampunk is treated as being borderline magical to begin with.
For example, London had between 4.5 to 6.5ish million people back at the end of the 1800's. So "In the millions" is a good answer for any particular major city.

I could see 2.6 being the upper limit for the largest steam city on the main world of the setting. I just have to figure out which one is going to be that big.I was just thinking to myself, "What does a less fantasy steampunk world look like?" And it turns out the 19th century is about right.
