I wouldn't read that much into it. These aren't "normal" character sheets. For example, the weapon and equipment areas are very static and not the way you'd ever do them for a regular character. The set lacks character generation entirely; arguably the most important thing about Ideals, Bonds, and Flaws is choosing your own to help you figure out what kind of character you want to play - not in performing pre-assigned Ideals, Bonds, and Traits from a pre-gen sheet.
However, I do think the absence of Inspiration is more telling, since including Inspiration on the character sheet and in the rules book would have taken up very little real estate.
