yeah, in my mind the likely winner will be Scout, Swashbuckler, or maybe Thief, with Arcane Trickster getting some support. but I could be wrong...

FWIW, those plus Assassin are the only thief subclasses I've ever seen played.
i've seen Inquisitive a few times, but vanishingly few Scouts. Mostly Arcane Tricksters, Swashbucklers, Thief, and Assassin.

Most Assassins only chose that archetype after the group decided that it's "surprised target" feature is instead "a creature that is surprised or unaware of your presence". I still don't need that much disguise based infiltration stuff in my Assassins, and the fact that it mostly just gets a boost in the first round of combat means that I don't really see the class features that often, but others like it I guess.

How's the Inquisitive in actual play? Reading it feels VERY limited.

Arcane Trickster 17
Assassin 13 first round surprise sneak attack crit is cool, but uhh, then you're done
Inquisitive 20
Mastermind 24
Phantom 10
Scout 21
Swashbuckler 24
Thief 23 look, I'm upvoting bonus action item use, now that we still have it
