I wouldn't necessarily infer that. As far as I know, for the OAR, Goodman Games has a separate contract with WotC, so they might be unaffected (unless WotC ends the contract). I'm sure with the development time involved, and the fact that the last two announced OARs (going back to last spring) were Judges Guild, it's possible they knew in advance they wouldn't have access to more TSR material.
