Why do RPGs have rules?

Let me flip this question to you... how does a GM who wants to play in a no-myth style make sure his own biases and desires, even subconsciously, don't direct the fiction and trajectory of play toward his own desired direction and outcome even though he is claiming there is no pre-structured plot and they are all playing to find out. Couldn't those off the cuff answers, difficulties, NPC actions and so on all be directed by his own desired outcome... even if he honestly thought he wasn't pre-constructing plot?
Simple: they don't.

The answer to the question "is this thing happening because GM came up with it right here, or did they envision a cool scene and want to bring it forth?" is "who cares?".

Let's say you are running Dungeon World. You recently replayed Sekiro and were reminded of how cool the Guardian Ape is, so you really want to have PCs meet with it. You are sitting there, waiting for an opportunity to drop the beast onto them. You can do that!

You can put your thumb on the scale to make this encounter more likely, if not inevitable. When PCs enter a small mountain village, you can mention how kids are playing tag and the one who is "it" is doing ooga-boogas pretending to be a gorilla for the express purpose of establishing a thing you've already envisioned. When PCs are deep within the forest and fail a roll, you can choose to make a move "Show signs of approaching threat", and have the threat being a giant white gorilla with a sword stuck in its neck.

It does not violate the no-myth style. No-myth doesn't mean that GM is not allowed to think about things in advance (I'm not sure if that is even possible, to be honest), it means that when there's a conflict between what is established in the game and what the GM has in their notebook, the former always wins.

Like, things covered by a combat mini-game are only a small part of the gamist concerns. If it was the entirety of the appeal, they would be playing wargames, not RPGs.
Many RPGs serve quite nicely as character scale minis combat games. Including several D&D editions. Heck, one of them even notes that it's a campaign system for miniature figure wargames...

Another important element. This is where I'm struggling to accept a lot of what's said about simulation. For me, I struggle to separate all my thoughts and inclinations on why I crafted an NPC or scenario the way I have. Did I do it because it challenges the characters in some meaningful way? Did I do it to challenge the players in some way? Did I do it because it makes sense according to what's been established in the game?
I feel some things at least as clear. There should be shared referents. There should be internal causality. The world is imagined to persist beyond the characters. If something is true in one place, all things being equal it is true in another place.

How does extrapolation narrow the infinite list of possible next sentences containing "Magneto" down to exactly "sinking the submarine caused the Soviet leadership to bring Magneto to trial". What is it about Magentos, submarines, Soviet leadership, and trials, that motivates connecting them causally? That makes doing so not only plausible, but will go on to a next imaginary event, and a next and a next, continuing to be plausible?

Looking at just one element - submarines - it seems they are sinkable. And we are to accept - in fact we are to know - that such sinking is plausible in this case. How and why? Supposedly submarines are made of metal, which as it turns out can be moved and distorted by magenetic powers. Magneto, apparently, has such powers. Can magnetic powers always sink submarines, or only this time?

I cannot park the enquiry at "authorship" and leave that as an inscrutable manufacturer of things to say about Magnetos etc that go on, and continue going on, to be plausible, coherent, apparently causally connected. So extrapolation is made to reference a set of things, and I have rules, references and concepts about how those things are related. Magentic powers can move and distort metal things thus plausibly causing metal submarines to sink. That's a simple example with a couple of referents and a couple of relationships. The persistence of that model is basic to simulation. If we're made of metal, we better look out!

In answer to your questions. I think the goal is less to challenge players, and more to let them find challenge. And you are on the money when you "do it because it makes sense according to what's been established in the game".

My answer to all of these is hopefully yes. When there's a conflict of some sort between them, I don't know that I'd say I always go with one over the others.... it really depends on that specific moment of play and what's come before and what's likely to follow.
Like almost all aspects of consciousness, I don't have complete and transparent access to the internal dispositional models that I rely on. Nonetheless, I find myself able to call them into consciousness and externalise them. I find myself able to continue on in the direction that simulationist game systems indicate even in the moments of absence of the game text.

Do you think that the idea of simulation becomes more important than what's actually happening at the table? Do you think that folks may at times attribute their aesthetic choices to simulation? How does a GM untangle simulation from all the other elements and considerations of craft? Given the potentially wide range of possible outcomes of any action, how do we settle on one outcome over others in a simulation?
The first part is really down to the zealousness of the practitioners. Is the idea of narrativism more important than what's actually happening at the table? Yes and no. I would say there is a useful ideal that assumes the group fully understands and commits to the practice, and there's a practical non-ideal which is what happens at the table... where there is more likely a mixture or shifting focus of priorities.

When doing simulation, one doesn't attribute one's aesthetic choices to simulation. I mean, the question here is similar to - can one play a story game not according to its principles? The answer is yes. In both cases it's possible for humans to misattribute. However, I would reemphasise my earlier point that intuitions are by no means necessarily failing to be simulationist. Misattribution is distinct from missed attribution.

How do we know what hard move to use with Hack and Slash 6-? Simulationism relies on persisted referents and relationships that are external to characters (objective, from their point of view.) Each practitioner - knowingly or not - internalised or externalised - draws from such models what to say next, and can judge against them whether what is said is plausible. Simulationism is the prioritisation of including that in legitimation so that it is legitimate when it is caused and goes on to be caused in like circumstances; what is represented will go on to be represented in like circumstances.

What's actually happening at the table that gets labeled as simulation?
If you asked yourself - would it be exciting to have a dragon here - then that's not it. If you asked - would it be challenging to have a dragon here - that's also not it. If you asked - why in the world would there be a dragon here - that's it. If you followed up with - and what will be the consequences of that - you're really there.

Notice that in all cases there can indeed be a dragon there. It's motivated differently and will go on to motivate differently (unless other modes drift into sim for a bit, which is common.) The pace of play in my experience is generally quite different, because we're not forcing to rising tension. It has been called daydreaming by Edwards, who had no real empathy for it. It's not daydreaming, it's just not forced along dramatic lines. Subjects of focus can be things that other modes might find hard to make sense of. In Bushido playing out a tea ceremony with interest in the ceremony for its own sake (not any swirling intrigues and passionate challenges or whatever around the ceremony, although those are not disallowed, either.)

Most likely at the table, simulationism will be drawn on in service to narrativism and gamism (using those terms for convenience rather than precision). I prize play where each string reverberates with the others to produce a chord. And I can see the appeal of going hard out for a particular purpose, which in simulationism has just been described.

You're already forgetting what was established previously. Since we have no referents for, say, Orcs; all we can use for criteria here is how we feel about the resulting fiction. Thus even all your models and functions and whatever you are playing with, all they can do is present an aesthetically pleasing result!
That's mistaken from the outset. To play in simulationist mode, we do have a referent for orcs. That may be in our established world design or drawn from some other reference.

If you are playing without persistent referents then what you describe readily explains itself as non-simulationist. But perhaps you are saying something else. Perhaps your point is - the only referents that you will accept are in the real world. I would point out then that fictional facts about fictional beings, once established, exist in the real world. So it is with those as referents that we can proceed.

What is worse is when you inject house rules, like we have done, that messes the entire maths of the game even further.

So what are my options really?
This is a mental stumbling block for me as all I ever do feels like a self-regulated table jerk. Illusionism essentially.

The PCs kill some bad guys at location #1. What does that mean for location #2 and the bad guys head-office? How fast is the bad-guy recruitment? How many bad guys were there to begin with? The PCs gain the support of xyz - how does that affect the final scenario with BBEG + forces?

Essentially I have to create mini-games/contests/possiblities within the game i.e. if A happens then b+d = the square root of more algebra. But who says one cannot change that during play or during the actual encounter when you see things are not challenging enough or too challenging? I mean how often have we justified adding an extra 50 or 100 hit points onto the BBEG in the middle of combat to make it more exciting or thrown in a Legendary Action? I mean I got tired with the monsters in 5e as they became too easy so I started using monsters from Level Up. But even then I might still make a change here or there in combat. I do not necessarily do that all the time, but that ability to do it exists and no one would know. And it feels wishy-washy.

The other day the PCs fought in a 19-round combat, in which the environment changed at the will of the BBEG while he was shape-changing into any creature he desired that usually suited the environment. It essentially took place in his lair, a dimensional dream plane. It was a truly glorious session that ONLY consisted of those 19 combat rounds - yeah it was THAT epic. The players absolutely loved it. I put much effort into the challenges.

But what was to stop me from having the BBEG creating a 500-foot fall into a lake of lava? Nothing really. So why didn't the BBEG do it in any of those 19 rounds of combat, especially towards the end when things were getting dangerous for him?

In the last round of combat the shapechanger had turned into a marilith and in the fiction I actually narrated it attacked the PC in a co-ordinated synchronised manner and then I made the hit rolls. I had no idea of the PC's hit point at that stage. In normal circumstances, the PC would be dead, (unconscious + follow up attacks = auto death saves) but instead I allowed him to be revitalised with a healing spell. Ofc, there needed to be some kind of consequence and so I ruled the PC secretly suffers from trauma (madness affliction) which upsets his long rest. Furthermore, should the PC encounter mariliths and serpentine creatures they would suffer a dragon fear-like effect. I ruled anything less than a Wish would not permanently cure the malady, except for an extended Skill Challenge which also requires Downtime between successful checks. This is all for the PC to discover.

Now all of this is me deciding on things - but all I'm really doing, I feel, is some mass illusion exercise.
I'm curating an enjoyable immersive simulated experience for the players - they're loving it, and certainly some of their ideas and strategies reflect some player skill, but there is also a large element of DM decides where the line is - and if I'm honest, that line has a lot of bias.

Maybe I'm over thinking things. I don't know.
But I refuse to believe @innerdude and I are the only ones that have experienced this.
That is why I can understand @loverdrive's argument despite my efforts to challenge it.

@Manbearcat if you have time, I'd be interested to know your thoughts on this. I know it is quite a ramble. Sorry.

This has been answered multiple times. Fairness isn't at issue, and on the other hand, no one forced the characters to go up against any BBEG. There's no necessary plot that railroads them into fighting a BBEG. Should that turn out to be the way things go based on what the players chose to engage with, sure, the BBEG murders them.

The use you have in mind for CR addresses a gamist concern for fairness. That was already clear. However, a more fundamental use of CR is simply to know how much progression a given encounter leads to in a world in which the furnace of encounters drives heroic progression.

This could arguably constitute "Think Off-Screen" in Dungeon World terms. Players can certainly, for example, encounter a town where I dragon had attacked recently. The players weren't involved in that, but it could be part of the situational framing for the PCs' call-to-action.

Your post starting with assumed value judgements that have nothing to do with the question under discussion makes it difficult to lend credence to your remarks.
Can I save this comment for when you talk about story games? 😜

I'm not sure I grant the premise here - 3E D&D isn't a sim RPG as far as I can tell.

So where does Simulationism land on that conversation above? It would seem to me that it would land on the GM's take
Why does simulationism demand that zombies can't be wrong-footed? Because of the word "mindless"?

In RM, we treated undead as immune to Type M spells. RM doesn't really have defender mechanics, but undead can be parried, and defeated in initiative (by the player allocating offensive bonus to initiative).

I think I've missed something!
 


There are other potential points of breakdown. For instance I am still a bit unsure about the Stonetop seeker Work With What You Have move. This is simply a question of what the designer intended. Magic is a nebulous concept, but a lot of things link to it. ST doesn't have tags for this stuff, so the intent is pretty unclear, is this move magic? If so, then what is the purpose of the move which builds on it (I forget the name). Narrative play can leave us in a somewhat ambiguous place like this sometimes. Frankly, ST is a draft/PT so no complaints but I think these types of games need some careful guidelines or fairly clear rules around stuff like that.

Which maybe lets me ask, what is the best way to think about these sorts of regulatory rules?

Unclear how much interest this will draw broadly, but (since we're playing and its a conversation we've touched upon but not elaborated on) I'm going to discuss Stonetop and how I handle deriving these types of answers via textual analysis. So the move in question is the following:

WORK WITH WHAT YOU’VE GOT
When you wield your environment against your foe(s), choose 1 from the list below and roll +INT: on a 7+, it works! On a 10+, pick 1 more—you get that, too.

  • Impede or interrupt their actions
  • Create an advantage that grants you or an ally advantage on the next roll to exploit it
  • Deal damage appropriate to the source (d4 for bruises/scrapes, d6 for bloodshed, d8 if it’d break bones, d10 if it’d kill a common person)

So the player (AA above) of Mehda the Antiquarian (Seeker playbook) used this in Expedition #1 after our When Spring Bursts Forth move generated both a Threat and an Opportunity (the PCs tackled the Threat and Requisitioned NPCs and sent them out on another Expedition to...ermm..."handle"...the Opportunity).

The final conflict was in a Redneedle Pine wood. There are pine cones galore. Mehda had a lit lantern. Consequently, Mehda pulled a Gandalf and lit pine needles to attack swarms of giant, corrupted insects (this Threat ended up as a kind of a Corrupted giant insects swarms as Xenomorphs deal). One of the Special Qualities of these swarms was vulnerable to fire so yay, moar damage.

Alright, onto the analysis:

* The Environmental Damage that is embedded in WWWYG is just a catch-all for any sorts of environmental damage which is pulled directly from DW. The examples cited are mundane, but it is certainly possible for it to be mundane or magic. So that is a tiny lean toward mundane, but still very much up for grabs.

* The Antiquarian version of Seeker is a sort of Indiana Jones (mundane) meets MacGyver (mundane) meets Use Magic Device specialist meets Wizard-on-the-side playbook (AA chose for her Instinct: Curiosity - To seek answers that maybe you oughtn’t). So we have both mundane "figure crazy crap out and implement strategems with bubble gum and paper clips" type and "get yourself in trouble with magic stuff" type. So, on the strength of that, WWWYG above, could still be either mundane or magic.

* However, across all of the texts generally (Magical Entity as a Threat header, Uses Magic or Spells as a header when creating monsters, Dangers and Opportunities denote "magic"), playbooks broadly (the Judge has Defend broadening/amplifying moves like Aegis of Faith and Mirrorshield that specifically calls out turning away/back spells and magical effects while other Defend broadening/amplifying moves are mundane), and within the Seeker playbook (contrast WWWYG above with the advanced move Arcane Adept that specifically calls out "invent spells and magical effects", you see Magic called out in the text of moves.

IMO, this is where we get toward "textual analysis supports this being the MacGuyver-ey, mundane shtick of the character...if you have some combination of Loadout + Environment of Imagined Space that supports the ability to deploy the trigger for WWWYG...do so...and its mundane (otherwise, make a move like Seek Insight or Know Things or a playbook move or load stuff out to open up th trigger to WWWYG).




So that is where I land on Work With What You've Got! The magic stuff comes from the Major Arcanum of The Azure Hand and moves like Arcane Adept (above), Attuned (basically Detect Magic), etc etc.
