That's why it's called a chant and not a reading. Chants are by definition loud or rarely normal voice. Never quiet. Quiet is called a whisper, not a chant. When the cantor is preparing, he is not chanting yet. He's simply reading the passage quietly.When the cantor reads out a section for a congregation to hear, of course, it is loud.
