Yes. You are correct, that is the RAW interpretation.So if I'm reading is correct an ally can run past you provoking a AoO and as a reaction you can buff them? Eg cast haste.
No AOOs were always available on allies. The reason why is in the War Caster feat changed.
What you claimed it says is, " I'd say that since you wouldn't do a Melee Attack on an ally you wouldn't cast the spell on them either. The clarifications on OA in 2024 make it clear that it is written for enemies." It doesn't say any of that. All it did was given an example of you avoiding a OA from a foe. Nobody could or ever did take an opportunity attack on an ally however. So I stand by what I said. It should say foe or hostile. For either Opportunity Attacks or Warcaster feat or both.
I agree on War Caster, but disagree about AOOs. You should be able to make them on allies, whether you do or not. Just like you can make action attacks on allies.
I have already used AOOs on allies with the 2024 rules on Unarmed Strike. Used it to attempt an unarmed strike and grapple an ally running past due to Dissonant Whispers.
By this strict reading since only enemies are able to avoid OA all allies would be subject to OA at all times.That was about avoid OAs.
An ally who disengage, can't be targeted with Haste.
