3. I think there are, as a result, wider economic implications for the crafting of scrolls. High level scrolls are a substantial investment of somebody's time, and I don't think there's going to be a lot of wizards sitting around writing scrolls. Even if they want to invest their time making things for others to use, their time is much better spent making magic items.

It really depends on what tool skills the wizard has. I imagine a lot will have proficiency in calligraphy tools (from the Sage and Scribe backgrounds), while not many will be proficient, in, say, woodcarving or smithing tools. Are you a calligrapher wizard? Well, you'll mainly be doing scrolls!

Training tool proficiencies wasn't too costly in the downtime rules- you needed a month or two as a high Int character to get a new tool. If you're going to have time to craft I assume you'll have time to train what tools you need.
 





Obscure spell. Most groups I saw (casuals) didn't use CLW wands. As late as 2014.

Our group did but didn't use lesser vigor despite knowing about it.

Alot of casuals didn't use anything apart from phb and maybe 1 splat book.

They're not gonna sit there and crunch out lesser vigor vs clw.

There was nothing in 3E saying use wands of clw. It was an online forum based meta. It bleed over to some extent only 1 person in a group needs to read forums but still.

Before social media blew up I suspect the amount of people who used forums was a tiny % of the player base.

Everyone on those forums reinforced each other's assumptions.

wands were in PHB as options to be crafted, same as potions and scrolls.

and you could buy them normally,
didn't take a genius that can sum up 50 scrolls and/or 50 potions are much more than 1 wand.
granted, we were also stupid and in our 1st campaign didn't buy wands...gotta learn the hard way.

Also in FR setting book, wand with 20 charges was option for starting gear.
