In most of the versions that I'm aware of, Arkham is more about storage, than it is about any sort of healing. It's Victorian, if not outright Medieval.
Exactly. And if Batman is sending people there knowing that, that's pretty bad, especially as he knows a lot of the people who he fights are seriously mentally ill, and it's worse in a lot of versions, where, as you say, Arkham is downright Victorian or worse, and where terrible things happen there with some regularity.

If he really cared, he could make it state of the art and really about helping people, but the issue is, several of the villains could basically cured/fixed then, and suddenly his rogue's gallery would get a lot smaller. Which his writers generally don't want.

My take on this is that Batman's quest is one that can never end, because if he succeeded, then there'd be no reason for him to be Batman. Subconsciously he knows this, which is why he'd rather toss his villains into an easy-to-escape asylum rather than a true super-max prison- it's a form of self-sabotage in order to perpetuate Batman's existence.

I don't think super max exists in his world.

It's a don't think about it to much situation. If you buy into super heroes full stop don't notpick their world lol.

If he tried to use his wealth to fix things it probably gets siphoned off and makes things worse.
 

Gotham City is a place of decay. It's full of deserted factories, warehouses and fairs, with all the items and rides just left to rot (and become a playground for villains, of course.) Bruce Wayne, did at one point in the comics, support a modern, more compassionate Arkham. It didn't last, falling quickly to corruption and cruelty.

Gotham City has a spirit that is dark and gothic. It worms its way into the citizens and the bones of the city. Metropolis, on the other hand, is hopeful, clean and modern. Thus, Superman.

I mean, there are prisons a lot harder to break out of than Arkham. Or hey, just ask Superman to dump the Joker in the Phantom Zone! Problem solved!

I think the issue goes even deeper than that. Bruce Wayne is the alter ego of Batman, not the other way around, the same way that Superman/Kal El is the real identity of Clark Kent. For Batman, trauma made it that way.

Not that type of colony. Different era.
Think leper colony or somewhere else to dump undesirables.

Institutions usually associated with Victorian era onwards.

Dumping convicts moder era winding down around Victorian. Think Australia (aka West Island for us)as well. Convicts make better citizens than puritans you decide;).

In Australia everything wants to kill you. Wildlife can be dangerous as well. Visiting is cheap you only need a one way ticket.

Absolutely. It's an in-world excuse to rotate out the rogues gallery. It's got to be the least effective mental institution in fiction.
