Like I said in my first post, I can accept bear cavalry in a fantasy game because suspension of disbelief is par for the course. But then it's one of those things that's better left unexplained. People have been taming elephants for use as beasts of burden and weapons of war for quite a while but nobody has done the same for bears. Corporal Wojtek of the Polish Army does not count. Feeding a maul of bears is going to be taxing on anyone's resources. Then there's the problem of training them and hoping they don't eat your own soldiers.If an army (such as Hannibal's) can field elephants, bears aren't out of the realm of possibility. Besides, it's fantasy. Just be glad they don't have Bulette cavalry - or are riding purple worms ala Dune.
