Did you speak to anyone? They all talk like they have been living there decades.
They mostly don't though, they refer to specific time frames which aren't decades.

Is the game generally clumsily written? Yes. That's a big problem. The whole thing reads like a completely unpolished first draft.

Certainly quite long enough for all kinds of social problems to develop (which only you can solve).
I can only, off-hand, think of one place where that's true, Kadara, which used to be an Angara port. That place does fit what you're saying and whilst it has pre-human-arrival history it's unclear how long the humans have been there and the vibes are more like 10+ years than 1 year. The rest it's typical Shepardian making decisions for other people!

All of them. If you do the mission to found the colony, leave, then go straight back again it will have instantly sprung up into a small town.

Which one? Because if you're thinking of Kadara, and I am pretty sure you are, then you're confused - the "colony" you found is not the main city/port, it's a small installation with a few people in it some distance away.

I don’t remember, but I remember thinking it made no sense. It would take even longer for a newly founded colony to establish satellite settlements, and then for those settlements to degenerate into crime-towns.

You're describing Kadara. There's only one. It doesn't really make sense because it's full of "exiles" from the various colonies, which would take at least a few years to happen, but it's not a case of "establish colony, suddenly crimetown". The colony you establish there is on a planet where crimetown already exists for very questionable reasons.
