Except why would anyone else care enough about Peacemaker to abduct him and make Prisoner #1 in the other dimension? Luthor doesn’t care about him. The only person that motivated to screw over Peacemaker is Flag.
We aren't really sure about how Clayface will be presented. In some forms, he goes method enough to take over the personality of the person he's dealing with- not necessarily just their likeness, and he tries to make use of that. There are several diversions from the Flag that we've seen- those called out and those shown. Letting them snort coke off the machines? Not remembering the fact that he told Emilia to call him Rick? Palling around with Luthor's goons? That blink and you miss it statement about "Everything that we talked about is going to come to fruition?" when talking to Happerstein?

Something is off that has to be more than just control of him, and by that logic - no one cares enough unless it's an uncharacteristic change in a lot of ways that were lampshaded. It could also be the fact that Peacemaker has been the X factor that has caused a lot of the problems.

I mean, maybe that's plausible again in a comic book form of logic but from a narrative perspective, it just feels sloppy to me - even if they were to go back and say "it was Clayface all along". There's been no set up to bring a character like that in. The groundwork for that kind of twist has not been built.
