Several golden statues of people in various dramatic poses or looks of horror on their faces. In many cases, it looks like they were meant to be holding items, but those are now missing. (Actually ancient heroes that have been petrified and covered with gold leaf which obscures the fine detail that would indicate they are not normal statues. The missing items were their magic items which were not petrified. Probably worth something as statues, but if freed of their condition, they might help the PCs.)

This is a good idea, but unfortunately I used it in the previous adventure of this campaign where the PCs were liberating spellcasters who had displeased the Usurper from a "prison" where everyone was petrified (it was actually a Geomancy node inhabited by petrifying monsters).

You could just make the horde mostly valuable non magic stuff with the story that most of the magic stuff was either used to defend against the attack or rendered non magical by things done during the attack.

Part of the adventure then becomes how to spend all that wealth while not attracting too much attention yet preserving enough to fund the revolution.

...they discovered that a cult had tried to summon Tiamat from Avernus by amassing a treasure hoard worthy of her. The ritual was interrupted by infernal attack (Asmodeus did not want to let her leave) and the hoard has laid untouched for centuries.

So, what should be in it?

Some mentioned 1E Tiamat treasure table, but when I read this, my first thought was to go look at the kinds of treasure each of the chromatic dragon types would tend to prefer; then go overboard because it's Tiamat.

Maybe Tiamat favors different kinds of her gifted treasures depending on the hour or day it happens to be? Either way, a great opportunity to reflect on what her indulgences are.

Does anyone have it on hand, so I can get an idea of what they were aiming for? My guess is it will be too small, but I would like to see anyway.
From the Level 15 hoard at the end, Read-aloud text verbatim, ellipses are in-text:

"You see gold - mountains of it. And jewels...and pearls...silver plates and gilded mirrors...jewled swords and the armor of kings...caskets and boxes and barrels filled to overflowing with the treasure of the Sword Coast, packed into a cave the size of a cathedral and stacked to the height of a giant! Pathways wind through a glittering mass whose reflected light dazzled your eyes, like a million twinkling stars close enough to touch."

Rules wise, the tet says thst if the players want to find a magical item and have some time to search h they can find it here.

The Level 8 capper hoard might be better, I'll check that after dinner.

I don’t know about any magic items specifically but would your party value having ownership of a pocket dimension bastion? Just like a pendant that opens a magic door anywhere to it.

If you want to make it more on theme maybe all the staff inside are kobolds or something.

OK, so the climactic "Hoard of fhe Dragon Queen" at the midway point, for Level 9 or ao, in dudes (first) getting one's own thing castle from a Cloud Giant, but also:

  • 500,000 CP
  • 100,000 SP
  • 5,000 GP
  • 800 PP
  • 21 small blue sapphires worth 300 GP each
  • a potion of gaseous form
  • +1 Longdword
  • +1 Longbow
  • +1 Leather armor
  • Bracers of Defense

As I suspected, this is more "appropriately balanced" than I am going for. I'm intentionally looking for a CR30 treasure hoard to see what the PCs do with it.
