Yes, this. Have the NPC express clearly that she doesn’t blame her brothers for leaving her, it was a miracle she survived and there’s no way they could have known she was still alive; she only wishes there was some way to let them know she’s ok.

Agreed on this - I wouldn't make it a requirement the PCs spare the brothers - it's their choice how they want to act and they have to deal with the repercussions. At the same time, having Myla earnestly want to see her brothers alive and expressing that to the PCs might be the encouragement they need not to engage in slaughter.
 

The "Regenerate" spell seems like the obvious in-game solution. You'll need to find a way to give the characters access to it, as it's 7th level. I'd suggest finding a good spot to introduce a high level caster NPC (cleric, driud, or bard) that will do it for a small side quest.
Such an NPC might either be friendly with the kobolds or just not a fan or mass murder lol which makes killing en masse a bad plan for adventurers who might need to be on the clerics good side.
 

As noted above, the regenerate spell could do it, but it's pretty high level. While there is no official potion of regeneration in the game, you could easily add one, which just does the same thing as the spell. Then it's a one-off item, so no issues with everyone constructing mechanical wings, or needing a powerful NPC to suddenly exist.

You could seed rumours to this potion's existence and place it somewhere as a side quest (or in the possession of one of the bad guys, depending on what works best for you).
