I will just leave link to the amazing Threshold Magazine that does this for Mystara in particular.
Both of these seem like a good place to start!

Would you want:
  • Reviews of WotC products?
Yes!
  • Reviews of DMGuild pdfs?
More highlighting good ones. Not full reviews. More about examples of good ones and what they are about / how to include that.
  • Fiction book reviews?
No
  • Anime reviews?
No
  • Fantasy movie reviews?
No
  • Physical product highlights? (i.e. Dicetower, minis, DM screens etc.)
Maybe, but if also just highlighting good things
  • New lore to already existing settings?
No!
  • New Settings?
Maybe. If they are short or if its just 1 settting you have as a magazibe and then articles distributed over your run to make it more and more alive
  • New crunch? (new subclasses, feats etc.)
No!
  • New monsters?
Maybe, but only in the form of a cool encounter. So already useable encounter with cool (balanced) creature
  • New magic items?
No
  • Rules variations? (New chase rules etc.)
Maybe. Thinfs like "borrowing this rule drom system x / older edition. With description how and what for could be good.

Or just "hei like this can you make X even more fun"
  • Community highlights (like summary of recent reddit posts or DnDBeyond forum posts)
No. Not reddit things. Maybe highlighting a cool project like a fanmade convention etc.
  • Short stories?
If they fit well.
  • Session reports?
Yes!

Else maybe cool character concepts (flavourfull and working bur not broken). Or ideas how to reflavour things in a cool way (rather than new classes etc.)

Maybe even set of premade characters which are balanced which could be used by gms for conventions/ one shots.

I think havinf your own 1 unique and cool setting you often reuse could be really nice.

Could you elaborate?
Perhaps you have any suggestions for the question?

What articles would a good & free, fanmade D&D magazine have?

I wouldn’t read a free magazine. If someone goes to the effort to make something for free it’s because they have an axe to grind.

I would be interested in a modestly priced magazine that paid its contributors.

Many people like as a hobby to be creative. Some people are even good or amazing at creating things.

LIke there are amazing blogs by some people for free. Ao I dont see why creating a free magazine must be bad. I mean we even have things like linux which is free, or git, or firefox etc.

I do think a free magazine should be different than a paid one, thats why my preference above on certain aspects.

And from something paid there always can become a commercial product if its good.
