I can't speak for Nim, but I think this was included to make "true" archers that much more dangerous than mere fighters who were to pick up a bow occasionally. Of course, even 16-20 is good for an x3 ranged weapon...:)

How would giving +1 to one or two masteries, instead of aotu proficiency sound? For instance all elves have +1 to Projectile and Finesse Mastery, while dwarves have +1 tp Power, for instance. It's not as powerful as it may sound as you still need to use one or more feats to get the benefits. It...

I'd give them the standard racial benefits, 1 trait and 1 feat at first level...2 traits seems too powerful...whterher I'd limit which traits they could choose from I don't know...I'd probably say no to an Elf taking Agile for instance...

Also it would nerf the half-orc completely. As it is half-orcs take -2 on a dump stat and -2 on an "important" stat, while gaining +2 to a very important stat...drop int bonus to skill points and all half-orcs will be running around with Int 3 and Cha 1...

From a meta-game point of view you need the following: 1) Shop...either a traveling merchant as suggested above or a "general store"...they need to be able to get some equipment. Perhaps combine the two so they can buy stuff costing up to, say 10 gp all the time, but for more expensive items...

It doesn't break the game, so go ahead and use it...I might use it as well, but people almost never charge with lances in my games, so...
