My only issue with them is that they do you no good if you have no surges left. Depending on how it ends up playing out (in the playtest games I've run, no one has ever actually run out of surges), I may houserule that they have 1/2 or 1/3 effect if you have no surges left.

True. I didn't mean to say that all of the disadvantages of being small in 3.x were still in 4e. What I meant was that in 3.x there were both advantages and penalties to being small, while in 4e they kept penalties (they changed what they are, and got rid of several, but they're still there)...

Halfling. I haven't studied the races in depth, but it seems like the kept penalties for being small (can't use certain weapons, don't do bonus damage with certain weapons), but removed the advantage of being small (AC/to-hit bonus).

So, I'm preparing to run an ongoing game, beginning about a week from today. I have a lot of the plot, setting, villains, etc planned out. This won't be the first game that I've ever run, but the number is quite small. Whenever I am prepping a game, almost every time my biggest stumbling block...

Something interesting that I noticed, don't know it it's over or under powered, just a neat synergy (assuming I'm reading it right, which is a big assumption!) A paragon-tier warlord with the heavy blade opportunity feat gets to use an at-will power in place of a basic attack for opportunity...

About monster powers recharging on rolls: How does that work, exactly? I think it has been previewed, but I can't remember where. From what I've seen, it would appear that recharges are basically 6, 5-6, 4-6, etc. I vaguely remember talk about a power having a recharge of like 4,6 though, so...

A somewhat large request, but if someone could be so kind... What are the races of monsters (goblin, kobold, etc) that have creatures in the 1-3 level range? And, if you're feeling exceptionally generous, how do they break down by level? Thanks a ton!
