Sounds like a pretty innovative use for it! As a DM, I'd just let them do it as it would give them all the lucre they need to write their own character's endings and retire the way they want. They just took down a goddess, so they deserve to live it up! Not sure if anything for high level...

If the party seems to be worried about reporting in, you could have one of the NPCs give them a sending stone to report back. A future plot hook could also involve the matched pair falling into the wrong hands, or a hurried message of dire warning sent with the most important part just outside...

If you don't want to pre-preemptively introduce the PCs to the Elf King in the Rise of Tiamat, than perhaps Leosin can relate a tale of elfin lore via his Harper lore? Maybe he's heard about an abandoned temple of Sehanine wear the PC can wash the afflicted area with water from a sacred well...

What manner of affliction have they come down with? I'd say a free casting of the spell would be a pretty good signing bonus for one of the factions, and have the quest be the continuation of the Tyranny of Dragons story line. I like this idea! Maybe have the encounter in a chamber riddled with narrow tunnels that she can pop out of, and have one of the lair actions take her from one hole to the next, giving the encounter a more dynamic element. PCs can try to block off tunnels, or they can follow her through them...

Given the size of the party, and the amount of help their receiving, I don't think this is to far out of line when you also consider that each tentacle only targets 1 creature. Unless the DM is rolling hot, some of those tentacles will miss, leaving a good 3 pcs or so unhurt plus the three...

I'd include a 'swallow whole' style of attack. Cuts down on player actions and is pretty thematic for a gigantic monstrosity!

Lesser Restoration won't cut it, it's pretty specific about the conditions it ends. Greater Restoration specifically says that it will end lowered hp max condition though. But yeah, the reduced HP max will typically vanish after an extended rest.

I'd also include intimidation as a choice if the children in question are unruly teenagers, and give advantage on the check if you use their middle name!

My spin is that Dragons are naturally asexual, but assume the form of a different species to reproduce. They find the process degrading as they all find other species to be feeble, so they only do the deed on rarest of occasions.
