    I would not say CO was a good spell, but I would say it is generally a better (or I guess you can say less bad) spell than Fireball,assuming the same slot level for both. If you told me I had room to prepare either CO or Fireball, but not both, I would pick CO.

    I think it is possible, you just need a much less rules-intensive mathematical model for the system. Have more things decided by feel, quality and judgement instead of rules and numbers.
