Right and that's my point. The producer of the cops have to feel out where to draw a line. Because there IS a line. And that line is drawn by actively respecting their general audience. If they cross the line, they'll know it.

There HAS to be limits to this. Publishers will not create stories to indulge in power fantasies of fixing a broken and evil society without some parameters that are grounded in reality.

I think there has to be something more to it. Gratuitous violence is pretty common across many mediums. When translated to real-life, it's not justified. Like the long car chases, for example. How many off-screen deaths on TV and movies have there been because the "good guys" recklessly chased...

So I'll call it "returning to reality" If escapism is about avoiding or disengaging from reality, then returning to reality could be the action or decision.

Fair enough. So my answer to the poll is "I don't know, it depends" (followed by a bunch of questions, like "what is problematic", "what is "acceptable and for whom", etc.). (Sorry if that's annoying, but that's the best answer I could give)
