What about a variant on the Chink in the Armor feat in Song and Silence? I'm not familiar with the armor DR variant, but maybe halve the DR for anyone with the feat as long as they use a piercing and/or slashing weapon, possibly restricting to light weapons.

Hmmm... I guess it is pretty much like Scorching Ray in that regard (and I wouldn't expect multiple sneak attacks in that case). I originally thought "no", looked over the description of Eldritch Chain, and changed my mind. I think I'll change it back. :)

Separate touch attacks are required for each target, so I'd say yes. The blast doesn't just jump from target to target like Chain Lightning, you aim it from target to target. I'd still apply the 50% damage penalty to the sneak attack damage though.

It only says that Warlocks are often chaotic or evil (or both), not that they have to be. I'm partial to chaotic neutral warlocks myself, but there shouldn't be a penalty if his (her? both?) alignment suddenly changes to something else. Any decision to the contrary would be a house rule.

Ahhhhhhhh... this was the part that threw me off: All variable, numeric effects of an empowered spell are increased by one-half. The +1 (or what have you) is numeric but not variable.

It means you would roll 1d4, then add 50% of that, then add 1. For example, if you roll a 2 then your missle does 2+1+1=4 damage. If you roll a 1 then you do 1+0(round down)+1=2 damage.

I was just wondering about this myself, as I was considering the usefulness of Deflect Arrows to a rakshasa PC. I knew that it wasn't covered by the rules per say, but I was wondering what others would think of essentially the same house rule above.
