In the Labyrinth World Book there is the Celestial Warlock and PG 2 is bringing the Sacred Sorcerer which would effectively give you what you're looking for with the Cloistered Cleric feel.

You have to be a caster to cast rituals. What you DON'T have to be a caster for is using spell scrolls which anyone can use of any spell source.
