It's still a roleplaying game, but not fully fantasy. There are laser guns.

I would rather not see such rules, since D&D is for group-based adventuring games. Running domains or the like, in my experience, only focuses on a subset of the players. I would prefer for all the players to be able to be involved in each scene as much as possible.

Those feets are both Paragon tier, not epic. He could pick them up now.

You could also get a lot of information from Fantasy Flight's Dark Heresy or Rogue Trader games.

Rogue Trader starting characters are the equivalent of 5th rank Dark Heresy characters. Rogue Trader simplifies weapon proficiencies and has a different flavor of character generation that isn't random.

Where are those feats from?

For one, the character being healed must spend a healing surge in order to receive the extra healing in the first place. There is no capability for abuse there.
