Definitely this. The PCs might be told 'You have 2 days to complete this quest or the consequencse will be dire' but the DM is basically saying (and should be thinking when creating that time limit) 'You can take a maximum of this many short/long rests, and/or complete this many out-of-combat...
So the solution is "I don't think I'm going to have fun, so I'm going to burn the game to the ground to make sure no one does?"
