No. eTools is 3.5 "aware" with the 1.4.1 patch. The data sets for 3.5 are not released yet, supposed to be sometime this month. You will need to purchase the data sets for 3.5, the are not free. I think PCGen 3.5 data sets are still in the makeing also. I'm not sure about the status of 3.5...
