That was my initial take on it, but it seems it may have been changed in the updated book. I could be wrong, but I noticed a few changes already between book versions. Though keep in mind the book isn't in print yet so changes may continue.

I did see the chapter about exploration and journey and understand the region/ tier for creating appropriate encounters. Lets say the town they are in is their prestige center and is a tier 1 rolling grasslands. Across the world map is another tier 1 rolling grasslands, would the DC be 12 + 3...

We are currently switching from 5e to Level Up in my campaign and they just hit 5th level (tier 2). Switching to the new system, I understand how prestige is gained and what the base prestige is based on tier, but I don't understand how the narrator determines prestige for a given town/region...
