The MM3.5 says that when giving Goblins and Kobolds NPC class levels, you should subtract 2 and 3 from the CR, respectively. I really don't see this adding up well. It means a Kobold Warrior/4 is only a CR1 and at the same time, a Kobold Ftr 1 is also a CR1. The warrior would mop the floor...
