Jeremy Crawford says that the (2014 Monk's) ki empowered strikes are described as magical, and therefor suppressed in an anti-magic field. I think you'll have to go get the dev team onboard.

The 2014 wizard needs to spend 1 minute/level of spell for each spell they prepare. I suspect that those rules aren't tracked/enforced very often. I don't remember it coming up much in my 3.5 days, but that was a while back...
I think the rest rules are the ultimate source of discontent for these spells, and would need changes.

Truncating here, with the intention of adding on some small wrinkles: The importance of those decisions, and the easiness of those decisions are two other axis you could use to determine player satisfaction. One important decision, with several compelling alternatives can be a satisfying turn.
If you are trying to make the actual instructions seem more arcane/mystical, I might try looking at how older recipes (ie 1700s) were written.
For example: Take the stēle and put to it a peck of bone dust. Fold the metal well. Heat again with wyrm flame, then bathe the sword into good oils...

I wished there had been a general feedback somewhere. I would have liked to make some comment about allowing artificers to get a feature that actually made them better at making magic items.
I feel like magical tinkering has lost some flavor here. Instead of working on some existing object to change it, the artificer simply conjures an object. It's just not the same.
I think spells coming online too late should be handled 2 ways. First, half casters should be getting more unique spells. Because they are unique, they should be a bit "ahead" of the power curve than the level would suggest.
Second, I would like to see a come back of the 3.X spell progression...
I personally think 1 swap is enough, but that is very much a personal preference. I like that players can make meaningful mechanical decisions about their character. The 5e trend to let you change out things like fighting style and weapon masteries bother me. The "mastery" doesn't feel like it...
