In the adventure there are some NPCs that use statistics from EN5ider Magazine #6: Sorcerers, but that has an alternative option too (pulled out of the core rules).

If the rolls are particularly bad for resource generation it might be tough going (particularly if the regions are all very similar or lacking in one or another resource type) but they should be able to expand indefinitely. If you mean rules-wise I think there's room for that too. ☺

Flumphs are in Pathfinder too so I don't reckon they're protected IP like Beholders or Mindflayers.
