I might just be misunderstanding something here, but in GamingReport's scan of the Actions section of the PHB table 8-7 describes a charge as giving a +2 bonus but the picture illustrating that charge on the very same page states that it gives a +1 bonus against the enemy charged.

I am not familiar with any rule that allows this. I would be very surprised if one was to be introduced. As to the 5gp=1xp, I cannot say without knowing the context of the comment.
That's really entirely up to you and the type of game that you and your players wish to play. Many DM's (often including myself) never roll for random encounters. For myself, at least , this is because I prefer to look at combat as part of the storyline, rather than just the reason why...
How I would handle it is a lot more subjective. I actually had exact situation come up in a game and here is what we did.

Eric, you provided the space for an online community that, even with challenges on all sides, still exists today, if in altered form. You accomplishged more in that short time than many do in their lifetimes. I am very glad that I was a part of it.
