Don't forget Blues also have a burrow speed. Since they can likely 'hear' decent enough or cast something like alarm, you could have him hidden right outside under the sand and still notice things. Maybe something PC's won't expect.

Another source of plants/seeds/etc would be (Nolzur's) Marvelous Pigments. As long as its drawn you could get saplings/flowers of any non-valuable plant species. Then plant them and let them spread around themselves. I'd imagine something like 1000 cu. ft. of fern spores deployed properly...

Interesting encounter setup. I think the players should likely know they are up against a Huge size dragon, based on the information gained by seeing its shadow and a decent Knowledge Arcana check and know what sort of fight they are up against. Even if they do have some resist energy scrolls...
