Simple question.... Does the Monk's Wisdom bonus to AC count against touch attacks?

Does Defensive Strike allow you to make a -- FULL -- attack with the +4 bonus against someone who doesn't hit you or is it just a single attack? Does this apply to ranged combat? I was thinking Tumble 15 ranks = +8 dodge bonus (using total def).... Add in Superior expertise and go total...

Does the penalty to attacks from Expertise / Superior Expertise apply to AoO's ? I'm thinking of a spiked Chain warrior with a decent tumble skill who really uses tactics in combat.......
