I believe it is specifically designed for multiclass characters, magic initiate, or druid subclasses that provide extra attack. It is very underpowered otherwise.

This might be a little off topic, but do people generally think the 5E Planescape set is worth getting? It is in the $50 range now and is one of the few 5E books I don't own and I'm not remembering why I avoided it.

That was one of my first thoughts right after oh cool a new Eberron supplement. I think the restrictions on dragonmarks are just too deeply baked into the lore for me to dismiss them.
