I dont like this idea
Paragon teir IS SUPER-HERO TEIR.
I feel if your doing it right, you don't need to modify or create special rules to tell your story.

The Fog is rolling in!
To make a long story short: This game is all about fun. That fun is achieved by group harmony. For ex, if player A does 2x the damage of player b, and they are both strikers, player b is going to feel inadequate.

So much so that I called up WotC and asked them their opinion (the lively hood of my wizard depended on it).
They succinctly told me wizard created powers were "Not" hindering terrain.
Just think about it:
If it was; how...
"Then the question would be, "Why release a feat that effectively supercedes all of the previous ones, that have conditional bonuses?"
The poster above hit the nail on the head with this question. This is the truly frustrating part of the "expertise" feat.
I have seen people argue that...
By your previous example:
Rogue has 16 ac
Paladin has a 20 ac. The paladin marks the enemy in question
Rogue now has 18 ac (Plate mail) towards the marked enemy attacks rogue
Say this "intelligent" Enemy attacks rogue. The intelligent enemy "knows" he will AUTOMATICALLY punished for doing...
