Yes you basically can't go nova on a creature using Time Stop like you could in earlier editions. I see this as a feature, not a bug. Now maybe Time Stop shouldn't be a 9th level spell any more but that's another discussion.

According to RAW you only need to be able to perform a free action to maintain the performance. It makes no mention of whatever else you might be doing while using that free action.
I would rule full damage. That's how resistance works as well. If you have resist 5 fire and are hit with a 10 damage fire/necrotic attack you take 10 points of damage since you have no resistance to the necrotic damage.
I don't think this is the case though. The definition of immunity in the Rules Compendium (pg.225) says:
If a creature is immune to a damage type (such as cold or fire), it doesn't take that type of damage.
It doesn't say anything about negating the entire attack. Granted dual damage source...
I've used pre-MV goblin hexers in a couple low level battles and they were quite nasty. It didn't help that the battle fields were quite small when I used them too. They could almost fill an entire room with the cloud.
The only thing the entry for Sustain in the Rules Compendium mentions is that you can only sustain an effect for up to 5 minutes. No mention of LoS or LoE.
If your DM allows it I would go for anything with the shadow keyword. You could narrow it down to shadow humanoid as well which would cover shades, typically the most powerful Netherese. Or I guess even just shades in general could be your preferred enemy.
