This is one of those cases where we actually know the RAI. One of the designers of the Warlock class has stated that Hideous Blow should not provoke AoO. However, I think that at some later point there was a Sage Advice that reiterated the RAW answer that it does provoke?

This is actually RAW. Parameters of a spell are chosen at the completion of the spell, not when you start it.

This would probably frustrate casters too much. One compromise would be to have it only apply to caster's highest level of spells.
