Yeah, they are pulling away from the OGL and D&D in general, so a lot of things are going out the door, or exist by legacy in previous printed material. Like chromatic and metallic dragons. Apparently they are still going to be in setting, just not in future printings.

My only problem with race in D&D is that in game it cludges together education and culture with biology. I'm aware of other problems, but that is what always bugged me. Like, I can get halflings having excellent hand-eye coordination or elven senses and such, but all elves learn swordsmanship...

I read it like that as well. You get a permanent +1 to those checks the first time you are revived in that way. If you are revived in that way again it doesn't improve to +2.
