You can't really go wrong with human, but if you can get a +4 point buy off, I'd say do a Saint anthropomorphic Eagle (Plus so many things that are good for you, even fly a bit, I think) and that should satisfy your DM since it's 'only' a +3. If you're looking for maximum power, go Druid...
