    Using All Encounter Powers

    One caveat for daily powers is with magic items. You can only use a daily power from 1 item at level 1-10, 2 items at level 11-20, and 3 items from 21-30. See Page 226 of the PHB.

    3 Strikers and a Controller - Tactical Advice?

    Perhaps the ~23 AC includes a situational bonus from something like Defensive Mobility. That would be a useful feat for a Striker like a Ranger, although perhaps not so much for a ranged striker... In any case, if they don't want to reroll characters, I think keterys's suggestion is your best bet:
