Because there isn't a difference. 1e, 2e, 4e and 5e do Eberron just as well as 3e and Eberron was built "for" 3e. Being built for 3e...

I don’t. Settings are separate to rules. If I want to play a D&D game in Hyboria or Lankhmar, like 1st edition did, I can do that in 5e...
