For the Black Ziggurat, if the PC's won't/can't do either of the sensible story wise ideas you could just create an NPC to do them instead.

For the second question I would take a page out of games like Kingdom Death and create a randomized action list. Kingdom Death uses a card deck for its monsters, but a roll-able table should work as well. Example listings could be "Move to Closest Cover" or "Create Distraction."
