Dodge on bonus action (windling) is NOT balanced by slightly reduced HP and damage.

Blood Elves were not playable in 1e I don't think (the version I started with) so had not got to them. They would be scary to be around...

4e did this, the pixie/fairy race could fly with a 10' ceiling.

Re flying. Consider having it only be 5' off the ground. Jump checks are doubled +5', and they can cast feather fall on themselves...
