Ranger levels. I would put him in the level 12-15 range no lower than 8-10.

I allow it but as I said I think RAI the gish classes can cast while using weapons. If its not RAI the designers screwed up.

Alot of paladin spells are like that. Its hands-free that trips you up. Shield spell being obvious one.
