My guess is (and it's only a guess), most structures in hurricane prone areas aren't really constructed with windows that can hold plywood. The threat of potential disaster is often secondary to putting things up cheaply and quickly.

I grew up near Myrtle Beach, SC. A direct hit by a semi-major storm would flatten the county.
