A great number of Golden Age comics from that era also have those depictions, for both the Japanese and the Germans. Typically, the major villain, if of that stock, would be almost unrecognizable as human. Sloping forehead, fangs, clawed fingers.. they did it all.MLJ Comics has a ton of scanned Golden Age comics online. Check 'em out.

One major exception that springs to mind would be Captain Marvel. I can't remember them ever using an overt mishappen stereotype, but I certainly haven't seen more than a small number of books from that period. Time to pick up the Shazam Archives vols 1 & 2.
