The goblet is an object of the deepest respect. Once per long rest it can be drunk from to bring the drinker into communion with the soul of a departed partner or companion from whom the skull was taken. This gives the drinker the effect of the bless spell.

A more powerful version was taken from the skull of a great prophet or sage. Once per 24 hours, for followers of that saint, in a haven sacred to that teacher, the goblet fills with ichor - divine blood. Up to twelve creatures who drink from the goblet may commune with that divinity. And are under the effect of the bless spell for one hour. Creatures who drink from the goblet, that do not follow the teaching of the person from whom the skull was made, must make a DC 17 Constitution saving throw or crumple to dust as though killed by a disintegration spell. "Following the teachings" might be as easy as saying the Shahada or as hard as being born into the right lineage.

What do you think skull goblet does?

Nobody is expected do drink from it. The top part isn't a cup, it's a crown. The skull goblet is generally empty, and any liquid poured inside will quickly evaporate. It will, however, conserve forever a single tear shed by a king/president after having seen his power ended and his kingdom/republic utterly destroyed. Should the goblet ever be full, it's godlike power will erase the very concept of political rulership from reality, making intelligent creatures unable to even conceive a more structured social organization than the family/clan one, condemning the world to a never-ending dark age.

The PCs campaign against the kobold and orcish tribes went well, aided by their benevolent, yet secretive, patron, the nice archmage Xzor. He was really, really supportive of their efforts, sparing no gold and magical items, and demanded little in return. He's also the proud owner of the goblet, now nearly filled to the brim.

I always like to go against first impressions, so how about something like this:

The Chalice of Kings is crafted from the skull and crown of King Dorandel, who was renown for his wisdom and foresight. He ruled over a long and peaceful age, a peace hard-earned through wise ruling: knowing when to negotiate, when to fight, how to win the love of the people, how to earn the respect of your peers. When Dorandel's death drew near, the king consulted with his mystics and drew up plans for this chalice.

The Chalice can be used once a day to consult the wisdom of Dorandel and the spirits of other wise rulers. The user must pour and then drink liquid from the skull in order to access its magic. Depending on the quality of the liquid, different powers can be accessed:

Water, wine, or ale worth 10 gp or less: Identify

Wine, Ale, or Liquor worth 11 - 25 gp: Augury

Wine, Ale, or Liquor worth 26 - 100 gp: Clairvoyance

Wine, Ale, or Liquor worth 101 - 500 gp: Divination
