Practiced Spellcaster (page 82 in both Complete Divine and Complete Arcane) boosts your caster level by +4, but not beyond your hit dice. My question: Is there a feat that can boost the base attack bonus (BAB) in a similar way?

Well, one of my go-to items for practically all low-level campaigns is the Handy Haversack (D&D) (Pathfinder). Mostly because it means less keeping track of encumbrance and the like. Also, it's ability to retrieve any item with a move action that doesn't trigger an attack of opportunity is nice.
